Background: The target autonomy chain must not stop when work discovers a dependency or follow-up. It should create a linked issue, classify it, and either dispatch it or defer it with evidence. Scope: Build the smallest issue/WI follow-up mechanism required for v0 autonomy. In scope: follow-up classifier, issue body template, parent/child links, WI minting or queueing handoff, closure comment listing created follow-ups, duplicate check, tests. Out of scope: GitHub Projects automation, full graph database, automatic merge, arbitrary external side effects, OpenClaw-specific watcher loop. Acceptance criteria: blocker/follow-up output can create new GitHub issue, linking, classification, dispatch, deferred marking, duplicate detection, closure comments, tests. Dependencies: #69 for WI workflow, #62 for dispatch result integration, #76 for closure gate integration. Notes: This is not a PM app. It is the minimal mechanism needed for the chain to continue through discovered work without the CEO manually carrying every follow-up.
